Two bills that are currently going through the legislature to modify state employment compensation and hiring practices are HB12-1321 Modernization Of The State Personnel System Act and HCR12-1001 State Personnel System. If you would like to review either of these click to search for them on the Colorado General Assembly website. These do discuss promoting people for merit.

The Kaiser Family Foundation (KFF) indicates that in FY2009, Colorado spent $5,458 per enrollee, while the national average was $5,535 per enrollee.  In FY2009, Colorado disabled enrollees cost the most, $17,803 per enrollee, while children cost the least, $2,021 per enrollee.  If you would like more information about this you can click to go to the KFF website.

How much is spent on testing for CSAP/TCAPS in Colorado?

The amount Colorado spends on CSAP/TCAPs varies by year and grade level. One study, prepared on behalf of the Piton Foundation and the Donnell-Kay Foundation, found that Colorado spent an average of $52.43 per year per pupil (grades 3-10) using data from 2005, which was about $25 Million (click to read this study). Another more recent estimate provided by the Colorado Department of Education stated that in FY 2009-2010 it cost about $10 per assessment or $16 Million over the course of the year (click to read this report).

TBD Colorado Experience

I have enjoyed attending both regional sessions in Weld County as well as the Summit held in Greeley on June 23rd.  The information we received prior to the sessions was extremely informative. The session leaders were excellent in keeping us on track.   I feel that my voice was heard and I hope that the information collected will help guide the legislators, other  elected officials and citizens to participate in moving this State in the right direction. 

I hope that we will continue the TBD dialogues in the future, perhaps every 2 to 3 years.

When the final report for this year is compiled and the voice of the Colorado citizens has been heard, it may be appropriate to change the initial definition of TBD from "To Be Determined" to "The Best Direction", for this is the purpose of these town hall meetings.

Thanks to Gov. Hickenlooper for proposing this  important process.
