The amount Colorado spends on CSAP/TCAPs varies by year and grade level. One study, prepared on behalf of the Piton Foundation and the Donnell-Kay Foundation, found that Colorado spent an average of $52.43 per year per pupil (grades 3-10) using data from 2005, which was about $25 Million (click to read this study).
