Do we have information about the workforce bill currently going through the legislature to modify state employment? Does it address issues of promoting seniority over merit?

Two bills that are currently going through the legislature to modify state employment compensation and hiring practices are HB12-1321 Modernization Of The State Personnel System Act and HCR12-1001 State Personnel System. If you would like to review either of these click to search for them on the Colorado General Assembly website. These do discuss promoting people for merit.

    The "step system", which gave automatic pay raises at set intervals, was eliminated at least 10 years ago. Pay increases are currently limited to cost of living or adjustments based on surveys of similar jobs in other states and private sector. But these 2 forms of increase have been limited by funding shortfalls, so neither has been consistent. The only other current way to increase pay in the state system is to move to a higher paid position.

      Ooops--I forgot one other bit--currently, employees can receive a monetary award through performance evaluations which have a set of standards and requirements. These awards can be "base building" which means they are a permanent salary increase, or not base building (essentially a 1-time bonus). As with other increases, this avenue for salary increase has not been regularly funded.
